The Arctic fox will catch and eat prey whenever he or she can. Which can sometimes be several days between meals. The Arctic Fox is also a scavenger, an opportunist, eating on the carcases of dead animals if need be. Anything to keep alive or to feed their growing cubs.

No, they live in different enviroments, so eat different things. Red foxes (the most common fox) eats berries, fish, rabbits, chickens, and birds. The artic fox eats ringed seal pups, lemmings, eggs, and artic hares. I think they also eat deer droppings when there is little food.

Yes, an Arctic fox will eat an Arctic hare if the opportunity arises. Arctic foxes are opportunistic feeders and will hunt various prey, including small mammals, birds, and carrion. While Arctic hares are larger than the typical prey of an Arctic fox, they can still be hunted, especially by young or desperate foxes. However, Arctic hares are agile and often able to escape, making such encounters less common.
Artic foxes are adapted to life in the cold such as in the artic. They are not evolved to live in the desert.
