Pelicans normally dive in the water when they see fish. Since their mouths are so big, they can catch multiple fish at once.

The Pelican will then return to the surface - naturally to breath - and of course, consume the food. I've enjoyed watching the Pelicans in both the Gulf and Bay in Sarasota, FL.
