You can use an energy pack every 23 hours, provided somebody in your mafia gave you one. If you go to your home page, there will be a little yellow countdown timer in the middle right-hand corner of the screen under your stats and just above your top mafia. The counter does not appear, however, if nobody has sent you an energy pack.
