The number of representatives allocated to each state changes with the census every 10 years but the total number of representatives in the House of Representatives has been fixed at 435 since 1910. Congress then passed a bill in 1929 to freeze the number of representatives at 435 and it's been that number ever since (with a 4 year exception period when it went to 437 when Hawiii and Alaska were added as states).

When the constitution was originally written, it was set so that each representative represented no more than 50,000 people. We're quite far away from the thoughts of the framers of our constitution today since each representative now represents more than 700,000 people and growing.

If you are referring to the total number of seats (Representative districts) in the House, there is no set time period for this. The last time this was changed (to the current 435) was in 1929. Congress can change this at any time it wishes, though such a change would not take effect until the next election cycle.

If you are referring to the apportionment of the existing seats amongst the states, then this happens once per decade, after the Census. As the census happens on the decade (1900, 1910, 1920, etc.), the reapportionment takes affect at the next election cycle (1902, 1912, etc.)
