You pluck them. You can actually buy a stripper knife...it does not hurt hem at all! When you pluck them it just pulls out the dead hairs. If your border terrier struggles or reacts to the plucking...it does not mean that it hurts! It just bothers them! So don't worry!
If you want to make it an active dog daily walks and a weekly vigorous play session with the dog is good. If you don't mind there activeness just walk them to let them do there business. Mine is completely fine. Just a bit lazy.
