Southwest airlines has had 2 incidents of planes skidding off of a runway, once in 2000 in Burbank, California and once in 2005 in which the plane skidded off the runway through fences and onto a Chicago street hitting multiple cars and killing a 6 year old boy in one of the vehicles.
The regulations are not clear on this. The 13 year old can travel as a youth passenger without an adult. Whether they can be the supervision for the 5 year old is open to interpretation. They may still have to pay an Unaccompanied Minor fee as there is not an adult traveling with them. Your best bet would be to call Southwest and ask them.
