They have to have gone through doggy puberty which is different for different breeds.
Before you breed think about how many homeless dogs there are in the world and how your dogs have a 95% chance of ending up on the streets. Are you fully commited to watching the dogs 24/7 and making sure they are never homeless. isn't there something better for you to do. It is not my decision but plz think that through.

The American Kennel Club will not acknowledge a litter from a male dog that is less than 8 months old. With every breed it varies the actual age they average to be when they are able to procreate.
They CAN have puppies at 10months, but SHOULD NOT BE BRED until 18months or later.
Do not breed when puppies themselves! Dogs are not mature till 18months, even small breeds.
Please, love your dogs and take precautions!
In general, you should wait until the dog is at least two years old; for giant breeds such as Irish Wolfhounds and English Mastiffs, three years old would be better. This delay allows the dog to grow into his/her full frame size and muscle development before putting the stresses of reproduction on them.
However, unless you are breeding working dogs or show dogs, there is little reason to breed your privately owned dog. There are thousands of puppies every year that are abandoned and euthanized in the United States simply because there are not enough homes for them.

For any dog, you should wait at least for its second heat. Although most high quality dog breeders will wait until until the dog is in its second year so that the dogs general health can be properly evaluated to ensure you are breeding to improve the breed
Female dogs "go into heat" randomly, about twice a year. You should not breed her until she is about 3 years old, and you should have her checked out by a vet before you start.
Although it is possible to mate a Rottweiler on it's first season, for the Dog's health it should be atleast 3 years old before mating. Breeding a Dog too young can be bad for the Dog's health.

It doesn't matter where they breed really. Wherever they breed it doesn't matter. Don't worry. If your dog wants to breed indoors let it, if outside let it. I have a dog but it is only 6 months old but i found this out in a dog book
