It depends on the state and/or country you live in. Most places that require riding safety helmets for junior riders, the cutoff age is 18 years. If you are at a horse show all riders may be required to wear helmets due to the liability insurance reguardess of age.

English: You need boots, half-chaps and a helmet. You don't have to but you should get gloves. If you want you could also wear jodphurs and a jacket, but you can just wear jeans and a T-shirt. For the first few lessons you wont need half-chaps. Western: Boots, helmet, jeans and a shirt.

If you want to ride him... yes. You should have done it earlier if he is going to be a riding horse
On Howrse your horse must be 2 years old before it can participate in Lessons.
around 7 years old maybe older. for a first horse. if you were trying to learn i highly suggest finding a horse riding stable near you and asking for lessons.
