Most places say you have to be 18 to buy a lighter, however in England and Wales, the legal age for buying any ignition source (such as lighters, matches etc.) is 16. The confusion is due to the legal age for buying tobacco products (such as cigarettes, cigars etc.) being 18.

United Kingdom:

There is no age limit, but it is the store's decision to sell it to you. You have to be 18 to buy butane products and lighter fluid. There is a law stating you can't sell cigarette paraphernalia to minors, and lighters don't fall under that category, but shops will not normally sell them to minors.

United States:

You must be 18 to by a lighter, generally. There are gas stations that will sell you a Bic-style lighter, though.

yuu have to be 18 legally. but tbh it depends on the shop yuur buying it from.. like if yuu buy a lighter from a gift/card shop yuu probly wont be askd for id if yuur under 18. But if yuur buyin one from like a tobacco shop then yuu probly will be asked for id.

Well in MD, Certain lighters are behind the till (Bic), others are impulse items (Bic,Western Family,etc.). Most likely, the lighters behind the till are to be sold to anyone 18 or older. The impulse lighters or ones at a flea market are most likely to be sold to anyone.
