You should be able to control the dog and old enough for your parents to let you walk around your nieborhood alone.

I would suggest 14 for small and medium breed dogs, 16 for large and giant breed dogs (think Marmaduke, a Great Dane, for the reasoning).
It really depends on how responsible you are, but my estimate would be about 10.
There really isn't a specific age to start dog sitting but I'd imagine that you have to be a responsible person
