Yes. As long as you are in France, you are allowed to drink. The reason kids are allowed to drink in France is because there, people drink because they're thirsty, not to get drunk. Majority of Americans usually drink to get drunk, thus, the NO DRINKING UNTIL YOU'RE 21 law. In France, nobody really drinks milk. They stop drinking milk once they're about 5 years of age and then they start drinking other beverages like soda, water and of course, alcohol. That's why Miley Cyrus was able to get away with drinking that wine cooler even though she was 17 or 18 at the time (as seen on TMZ). She was in Paris, not America and she herself is an American.
The only reason most kids drink alcohol before they are 21 is either because their pairents do and they are exposed to it a lot or, because their pairents are very strict and you know how it is strict pairents make sneaky kids.
