Majority of Americans usually drink to get drunk, thus, the NO DRINKING UNTIL YOU'RE 21 law. In France, nobody really drinks milk. They stop drinking milk once they're about 5 years of age and then they start drinking other beverages like soda, water and of course, alcohol. That's why Miley Cyrus was able to get away with drinking that wine cooler even though she was 17 or 18 at the time (as seen on TMZ). She was in Paris, not America and she herself is an American.
