In general you have to be an adult or an emancipated minor to file for a court order, or have your parent/guardian file for one in your name.
However, if you are in danger most counties have an advocate for youth who can request the order for you.
In some places a child can file for a restraining order. For example, Santa Clara County, California, allows children 12 and up to file a request for a restraining order.
Also, in California and certain other places, a police officer or any officer of the court can request an emergency restraining order to help you, but these orders last on 5 days.

Added: Citations and cases are not really necessary, it is a well established fact that minors cannot file legal actions - just like they cannot enter into legally binding contracts - cannot legally "own" property - or make certain decisions about their lives - etc - etc. You could speak to a parent or guardian about the situation, or a trusted teacher, clergyman, counsellor at school - and some locations have counselling centers where persons in fear of stalkers and family abusers can receive counselling and assistance. Many are listed in thephone book. I strongly urge you to check these possibilties out. Also, don't forget tyour local law enforcement agency. If you are a juvenile and are in fear of someone, please speak to an officer or detective about it.
