well In the law it says 13 but most Children have it at the age of 12 or 11 to go on msn and hot mail account but i am 13 and i have one so i say 12 or 13 should be the right age

Unfortunately you cannot change your windows live id. If you get it wrong or want to change it you need to create a new account with accurate details.
