That is up to your parents and a certain amount of common sense. There is a law which states that a parent must provide a child under 12 with a safe environment but there is nothing that states exactly what would be unsafe related to fishing.
Fishing licenses are issued by the state, and the rules vary. In at least some states, those under a certain age do not need a fishing license, though they may need special endorsements to take certain kinds of fish (for example, in Missouri, if you are under 16, you don't need a fishing permit, though you do need a trout stamp if you are fishing for trout).

Do you mean...
What age can you fish?
....if so then.....

When you hold the fish it will say what kind its status(which will say pregnant) and age
Not only can they behave differently, they can look different too. Some fish will move more slowly, some fish may appear to be "resting" more often. Some fish colors become more vivid with age, some fade with age. Some loose their markings with age, and others develop other markings as they age. So it's not really easy to answer that question when talking about all fish. When talking about a specific fish it's easier to answer.
