A horse should be lightly ridden at 3 years old. A horse can begin serious work at 5 years old when they are done growing. Race horses are trained at a year old that's why a lot of times they break down on the track
It all depends on the horse. We have a horse at our barn that is 29 and is still being ridden by little kids. He's willing to do it and LOVES being ridden so when it brings them that much joy, we don't stop unless it's physically harming them. If they're a grumpy old horse and just wants to live in a pasture, then give them that freedom and don't bother with it.
Fairly sure there isn't a limit. Logic will hopefully stop you from putting a baby on a horse and walking off. If a small child is riding make sure a professional is nearby to assist.
To add to the very good answer above. Typically most lesson and trail barns require that a child be at least 7 years old before being allowed to ride a school or trail horse at their facilities. This is due to liability issues and with the fact that most children under the age of seven years typically do not have the ability to focus on the task at hand for longer periods of time.
You can be any age to ride unless the stable you want to go to has a age restriction. It is generally accepted however that children under 7 years of age do not have the capabilities to fully understand certain instructions and rules and it may be best to wait until the child is 7 or older before beginning to ride alone. Before the age of 7 however the child can be lead around on a small pony.
