I guess you only need to be old enough to read. Even if you can't read, if you can understand how to do simple tasks in Flash like cut, copy, paste, draw, fill and transform, the age doesn't make a difference. Even for the more advanced editing or scripting, if you can understand it, you are old enough.
But if you mean to earn a certificate or diploma, then you need only be old enough to enter the institution, not the actual course itself unless there are prerequisites to meet, like a certain school level achievement or a lesser certificate.
If you have a copy of Adobe Flash Pro and you can read, you can always go online and find free tutorials on how to do basic to advanced things in Flash at any age if you have the permission to do so.
