Yes, you need to vote in South Korea to be president. You can vote from 18 and over.
Voting is a requirement to show fictional public support for the regime. There is an assumption in international politics that voting demonstrates the legitimacy of any regime, so North Korea does it perfunctorily.
Beijing, China is the only capital that fits these requirements.
