In most states the age to get a work permit is set at 14. Some have exceptions for 12 year olds, for carrying newspapers or similar items.
It is very unlikely that a 13 year old can get a job at a vet clinic at all. This would be for insurance reasons. And volunteers are very rarely paid for their work.
They can't get a real job like adults and get paid. But they could work around their street e.g. Mowing (adult help), watering the grass, doing the shopping for people, walking dogs, etc. Until you're old enough you can't get a paid job but you can get paid pocket money for jobs around the house.

I am 16 and I work at Boston Market. You can work at pretty much any Major Corporation when you are 16. I would suggest a job at any semi expensive place because you will get paid more than at say King Soopers. My brothers first job was at King Soopers and he got paid 6.75 per hour. This is my first job and I get paid 8.50 per hour. Remember, the harder the job, the more you will get paid. And by the way, always do a callback, that is how I got my job.
