In the United States the normal age of emancipation is 18. There are still many things that are not available to you at that age but privacy is promised at that age.

Can parents tell a 17 year old that they can have a boyfriend if the guy is like 15
Please don't get invloved - messing with other people's relationships often ends in tears. call their parents! they are still minors and cant control their own lives. not hard!
Not really, i mean, they can say they disapprove of the girl/guy, but love is your choice, and its in YOUR heart. They cant decide who you lovee.

Im 10 years old and i cant beleive im trasferring somebody help
No. A 17-year-old is a minor and is subject to the control and authority of their parents unless they have been emancipated.
An unemancipated 17-year-old, even a pregnant one, is subject to the control and authority of their parents. So, the answer to your question is no.
maybe because your parents don't let you. it all has to do with how you are brought up
