You need to be at least 18. You may be able to get it done younger with a parents permisission if the Dr is willing.
Most states that require that a person be 18 to have cosmetic surgery without parental permission. With parental permission, there really is no minimum age but certain procedures (such as rhinoplasty) should not be performed on a person who is still developing.
Cosmetic surgery can help cover up old scars and it can remove infected body tissue. It can also help people look younger and more vibrant.
A 15 year old can have any sort of cosmetic surgery he wishes - with the consent of his parents.
Very few Plastic Surgeons will consider pure cosmetic surgery on a fourteen year old. In any event , surgery at that age will require parental consent. If surgery is required to correct a deformity then that would be a different matter.
Usually you are required to be at least 18 to have cosmetic surgery. A 16 year old's body is changing, so it would make it hard for surgery to be successful. However in some situations, a 16 year old can get cosmetic surgery with parental approval.
Most Plastic Surgeons will not consider cosmetic surgery for anyone under the age of 18 years old. The concern is that younger teenagers are not ready on the whole to take such desicions about their looks. In many cases changes in the body are still taking place and as such it is not the right time to consider surgery anyway. Plastic surgery for deformities on the other hand is a different matter. Surgery to correct deformities would include teenagers where the Plastic Surgeons feels that surgery is appropriate
You will probably need to get a physical done first to see if you are a good candidate for the surgery.

At this point, you would have to completely sedate your rott to remove the tail and it is considered an amputation. It would be considered an elective surgery so the doctor may want to run additional blood work, ecg and other pre-surgical panelling. I would recommend to have the tail done at the same time as the spay/neuter to decrease the number of times you dog has be sedated for surgery. But not all doctors are willing to do this surgery because it is purely cosmetic. General, tail dockings are done by the time the pups are 5 days old. The nerve endings are not completely formed by that time so the procedure can be done without any anesthesia or pain medication.
