A collie female will go into her first heat when she is approximately 6 months old; however, while she is fertile and could become pregnant with puppies it is strongly recommended that she NOT be deliberately bred until she is 12-18 months old so that she can finish growing herself.

At least about one and a half years to two years old. You will know when the collie is bodily mature for breeding as it will menstruate but it does not mean that it should be mated that soon.
