In some states. In some states this is persuasive and in some it is controlling.
If it is the mother of the child that wants to keep the baby then most mothers would not let anything stand in the way of the child and herself. In this case she can tell the father to leave, but he will be paying child support. If it's the father that wants to keep the child then he has a chance to fight it in court and should seek legal counsel.
The college expense is a gift unless addressed by the courts in the child support order. If she wants to stop paying the child support, she has to petition the court to get it approved. see link below

Yes, he does. It doesn't matter what age they are.... Every parent has a right to their child. Take it to court if that's how you think it should be settled. If they have a plan concerning when and where the child is with each parent, take it to mediation. But I won't tell you that the father won't have to pay child support. If he doesn't have custody.... Then he will have to pay child support. If they have shared custody... Well it's up to the mother if she wants child support or not. Mediation can settle that. Court will determine it.
She is committing adultery and involving her children. It is unlikely the court would support her actions while she is still married. The court may award custody to their father. She should file for divorce if she wants child support.
