Noteworthy is not a reputable name in the clarinet community. It will most likely lead to playing inefficiencies that will cause the player to adapt bad habits. These habits, once learned will be hard to shed. The Selmer company has been making clarinet for the professional clarinet community for a long time now. Although the 1400 series is a student model, the company manufactures the professional models in the same factory as the student model. What that means is that the people that put that student clarinet together and more competent and the end result is better. No matter which instrument you buy, please get it serviced by a clarinet tech before playing it. It makes a world of difference.
Condition plays a critical part in value. The Symphonie 3 is a high quality vintage pro clarinet, by some, the best of the Symphonie series. If the wood is undamaged and the plating is in really nice condition, ballpark of $300~$600, even if it needs to be fully repadded. Other factors, particularly for collectors, are if it has its original case in good condition.

It depends on its condition, but there are a lot of Series 9s popping up on the Internet. That, combined with it being thought of as a 'jazz' clarinet as opposed to a 'classical' clarinet has been dropping their value. I've seen Bb sopranos (the 'regular' kind of clarinet) advertised for around $500. I've seen them advertised for $1500.
The shows he has done are : Romantic Princess (complete) KO One (complete) X-Family (complete) KO3anguo (complete) Love Buffet (in production) Momo Love (in production)
If you mean the series number is K.... , then the clarinet is not from 1948 but from the early 1930's (a 1948 Selmer would be N....). As such it would be of interest to people who prefer early Selmers, and if in really good condition it might be worth around £500 (sterling). Personally I think the K's and L's are the best they ever made, but not everybody would agree!
