You would want to buy them young. I bought mine when we were still feeding it by liquids. You want to buy them young so they grow to know you, and respect you more like their mother. Also, sometimes birds like these end up only liking one person from the family you are in. So, if you buy them older they may only like the last owner they had and be mean to you. You don't want a crabby African Grey, considering they can take your finger off if they have a strong enough bite. I'd also be careful where you buy the bird, because they live up to be almost 100. So, make sure you get the right one!!
If you are comfortable hand feeding it 3 times a day , as soon as they have their feathers. If you are inexperienced with hand feeding, as soon as they are weaned. The earlier you get them the more they will bond to you. Also you don't have to break any bad habits. Gray's tend to be a more one person bird. They can be handled by anyone willing to make the effort, but they will bond to one usually. It's a life long commitment. Under the right circumstances they can live 100 years.
That depends on the person. Some 10 year old are mature enough for it and some 20 year old are not. It only matters that you are willing to give the bird the time it needs to be well adjusted. If it stays healthy, that means for the rest of your life. That's a big responsibility. Are you going to be able to take care of it? Through high school and probably college? If the bird bonds to you, then you are it's mate. It's not right to have it for a few years and then abandon it when it becomes a problem.

an old parrot would be more trained but more expensive but a young parrot would be cheap but less trained and it would also live for longer and you can have fun teaching it tricks there is no point getting an old one because it will die fas my advise is get a young one
