Straight up between Harry Potter and Homer Simpson, I would say Harry Potter. Homer is not very scrappy, and Harry has magic. If Bart and Lisa were to join in though, Homer might stand a chance.
I hope you are aware that the Harry Potter story is ficticious. Having said that, ACCORDING TO THE STORY, children from muggle families can join Hogwarts, if they are found to have potential, i.e., magical qualities. This is the case, for example, with Hermione Granger, or with Lily Evans (Harry's mother). A person without magical qualities will be rejected - for example, Petunia Evans.
