This might depend on which God you worship, but in the Judeao-Christian tradition the definitive word on stealing is in the Ten Commandments which God gave to Moses on Mount Sinai. The Book of Exodus, in the Old Testament, says in chapter 20, verse 15.....* Thou shalt not steal The commandments make no exceptions to this rule.... it is always wrong.
