People were terrified and and didnt know what to do, later on, people started getting used to it and knew what to do, however, the tourists didnt know anything about it and were not acting safe. The local people felt the urge to tell and explain to the tourists about how the Volcano is dangerous and what they should expect. This is what is happening now.
