I don't know if it can but probaly at lv.100 because its a Phenomenal blasting attack and my lugia is a lv.99 so probaly Lugia will probaly not learn Elementel blast. BTW (By the Way) You know Lugia is legendary, Its Rival is Ho-Oh and Shadow Lugia. (If ive got this wrong PLEASE CALL ME AN IDIOT) Lugia probaly cannot evolve into Shadow Lugia.
