Some meteors are not very powerful, seeing as how they don't make it throught the Earth's atmosphere. Those big enough to make it through the atmosphere are traveling upwards of over 30,000 miles per hour when they strike the earth. Some meteors strike the Earth with a power equal to or greater then hundreds of Hydrogen bombs.
The most powerful dragon move is roar of time which can only be learned by dialga. otherwise it's Draco meteor

I don't think you should teach Draco Meteor to any Pokemon because it lowers the Pokemon's Special Attack and if you want to be powerful carry an extra TM to replace that move.

I think you are mistaking "meteor blast", for meteor mash, or Draco meteor. Arceus can't learn meteor mash, but can learn Draco meteor by leveling it while it's holding the Draco plate.
