Most reptiles lay eggs, but some species do not. An couple of examples of the latter would be the garter snake or all boas and all vipers. The eggs are fertilized inside the mother then hatch inside the mother then are born alive.

We do not know. If we look at modern reptiles, they all basically lay eggs in nests (some retain their eggs internally) and with very few exceptions (some of the crocodiles) abandon the nest and eggs to their fate. However, there is some evidence (from chinese fossils) that some reptiles brooded their young (and would therfore presumably protect and even feed the offspring after hatching - like modern birds). Spinosaurus are however rather primitive, cold blooded reptiles and they most likely layed eggs and abandoned them.
