There is nothing 'illegal' about your parents not giving you your social security card. If you are a minor, your parents have the legal authority to make most all decisions concerning many areas. Can a runaway still go to school?

Honestly I don't exactly know. I just wanted to help you on the subject. I don't believe you can WITHOUT getting caught. Because you have to give the school your social security number. And if your parents were looking for you then they would be able to figure out where you are by searching for you in schools. Thus enabling them to find you due to you giving the school your Social Security Number. If that made any sense :).

Is giving out personal info illegal?

I doubt it. However, it is obviously not a bright idea. Giving out personal info could lead to situations like stalkers, identity theft, etc. If someone has your name and social security number, you could be in big trouble. So, giving out personal info is not such a hot idea.

Is Obama giving you a 1000 dollars to pay your bills?

No, he is not. This is an internet scam, and it is run by con artists trying to steal your personal information. Do not respond to it. The president is not giving money to you for your bills. But the scammers are eager to get you to answer, because then they will have your bank account number or your social security number. As I said, do not respond.
