I rear-ended a Porsche 996 Turbo in my CR-V. Replacing the front bumper cover takes about ten minutes and involves unscrewing the visible fasteners and basically yanking the thing off. If you hit something, be sure to verify that other parts are not broken (grill, plastic fasteners, front bumper beam, AC condensor, horn, etc) to minimize trips to the dealer.
A 2004 Honda rear bumper cover can be made to fit a 2007 Honda Accord. However, the amount of helper parts to make this fit happen will cost more in the end than it would to have just bought the bumper outright.

I don't think so
I am not entirely sure about the 2004, but in a 2001 Civic DX it is located behind the front bumper on the driver's side. You have to take the bumper off to get at it.

To remove the front bumper on a 2004 Honda CR-V, start by disconnecting the negative battery cable to ensure safety. Next, remove the screws and clips securing the bumper, typically located in the wheel wells, under the vehicle, and along the top edge near the hood. Carefully pull the bumper away from the vehicle, ensuring to disconnect any wiring for lights or sensors. Once removed, you can access the headlamp washer for replacement.
Go to the dealership and purchase a license plate holder. There should be instructions as to the installation. You will need to drill 3 holes, denoted by dimples, in the bumper. Install the holder and then your tag.
