The answer to this and other questions comes from the scriptures and we should be careful to limit the scope of our answers to the scriptures alone. What you will find is that there are only two offices that make up the organization of the church and these two offices are bishops (pastors, elders) and deacons. Both of these positions have specific requirements that must be met by the individuals and those individuals must be recognized as qualified by the local church.
Given these two offices there are some important organizational features. An organizational chart would show Christ at the top with a group of pastors serving the local body in a circle down below. Just to the side and below that circle of pastors would be a circle of deacons. The pastors as a group are subject to one another and collectively they are subject to Christ (obviously) and the deacons are subject to one another as a group and collectively they are subject to the pastors (in the same manner that a wife is subject to her husband).
This multiplicity of pastors and deacons and the the melding of their gifts is to be the mode through which the spiritual children are led through the guidance of the Holy Spirit into a spiritual maturity. The pastors looking responsibly into the spiritual growth needs of the individual members and the deacons (in an motherly fashion) assisting in the plethora of other needs that clear the way for spiritual growth.
In both cases the servant leaders of the church are "leading" people to the grace of Christ through sharing the gospel for salvation and daily living.
