If the dumper is really wanting to move on and not have any connections with the person after the break up, they should just drop all connections. Don't call, don't answer the phone, don't text and don't get together for a hang out.
Giving them any kind of a feeling that you might have a chance at getting back together is a bad idea unless you think that could be a possibility in the future.
A clean break is always best in my opinion.
