While the dye powder used to make pysanka dyes can be quite toxic (if inhaled), the dyes themselves are not. You can pour them down the drain.

Are there special paints for pysanky eggs?

Pysanky are not made with paints, they are made with dyes. In earlier times, pysanky were dyed with natural (and usually botanical) dyes mades from flowers, onion skins, grasses, bark, etc. Today most pysanka makers use chemical dyes of the same sort used to dye silk and wool known as acid dyes (often referred to as aniline dyes). They are quite different than the dyes (food coloring) used to dye the traditional monochromatic Easter eggs (Paas, etc.). These dyes can be purchased from craft stores (some) and pysanka supply sites. You can also purchase powdered dyes meant for wool or silk, and mix them up by adding about half a teaspoon to a cup and a half of boiling water along with a tablespoon of vinegar. See the link below for more information on dyes and other pysanka supplies.

How should you dispose of chemicals?

You should dispose of chemicals in bins at contained hazardous waste sites. These sites will properly dispose of your used chemicals for you.

If you made a Pysanka how many colors would you use?

You would use as many colors as the design called for. Most traditional pysanky used a limited palette of colors–white, yellow, red, green, orange and black, with sometimes small amounts of blue. The pysanky would have anywhere from two (white and a final color) to five colors. The white was from the eggshell, and all the others (except blue) were natural dyes made from local plants. Blue was a very difficult dye to produce, and was usually bought from peddlers who used imported plants like indigo. Today, with chemical dyes, your palette is virtually unlimited. What does limit the number of colors on a pysanka (besides your imagination) is technique--only certain colors will cover others, and, after a while, the result becomes brown and muddy. Most pysanka makers limit the colors on a pysanka to white, a final color (often black) and two or three others.
