First, a 4 week old puppy should still be with their mother and littermates, as I hope your puppy is. They are still nursing and also learning how to behave around other dogs at this age and taking them from their mother and litter this young can cause serious behavioral issues to develop later in their lives- specifically, when they hit puberty between 6 and 9 months.

If you are going to play with them, do so gently and kindly. Do not play games that involve them putting their mouth on you, and should they become mouthy, gently discourage them from biting. At four weeks, they will be more interested in playing with their brothers and sisters than humans, but should be being handled frequently by multiple different people to begin socialization. Tug of war is also not a good game to play, as it teaches them to become possessive and unwilling to drop whatever they have in their mouth. Take care not to encourage any aggressive behavior towards any living thing, even in play, as it can become a bad habit.
