There are a total of 38 children in Skyrim (3 Bretons, 3 Imperials, 3 Redguards and 29 Nords). If you mean while it is in your inventory, it's probably the marker to say your character has equipped the bow but is not currently weilding it.
I played both, and I would recommend Skyrim. There is simply much more you can do in it.
There's no reason why you should wait until then. Every time you do the upgrade, it will update the bonus to whatever level your Smithing dictates. So say, you could upgrade it at Smithing Lv74 to Epic level, then when you max Smithing, you could do it once more to upgrade it to Legendary (only needs Lv91). You never 'lock in' a lesser bonus.
Skyrim. There's tons more gameplay and has the ability to generate an unlimited amount of quests.
as long as you have 2gb of ram, which is how much Bethesda have restricted Skyrim to use on any computer ( without the use of a mod), you should be able to run Skyrim, mediocrely
