Any web-spinning spider can do it, it is a property of spider silk. When it is said that spider silk is stronger than steel, this does not mean the webs themselves as is. It means that if you had enough spider silk to weave into the same thickness as a steel cable, the spider silk would have a tensile strength five times greater.

A rope is made out of many weak strands, woven together to provide a higher tensile strength. If you did the same using a large amount of spider silk, you would have a silk rope with a higher tensile strength than not only a regular rope, but also steel cable.

Simple: A dust web is made of particles of dust and dirt and other things such as leaves, just natural things. A spider web however, is made out of a special kind of silk that most spiders naturally produce and use to create/spin their webs.
