By definition 14hh would make the horse a pony in height. A person of any height can ride a 14hh pony so long as they don't exceed the 20% weight rule (A horse or pony should never carry any more than 20% of it's own bodyweight, this includes the rider, tack and other equipment.). However a rider above average height ( 5'4" for females and 5' 8" for males in the USA) may have to ride with shorter stirrups to allow their legs to lay in the correct position for giving leg aids. Other than that height doesn't necessarily matter.
Truthfully you do not need to be a certain heighth. It only matters if your too big for the horse. Your horse can be any size as long as you are not to heavy to tall. If your horse is 15hh just about anyone can ride it. That's pretty common height. My dad is 6'3" and he rides a 15hh quarter horse so I don't think you have much to worry about! When I was 4'9, I had a 15hh horse (5 ft tall). You do not want a horse that is extremely short. I'd say if his whithers are below your chin, he's too short. And how tall he is is up to you. Do you mind having to use a mounting block? Are you afraid of heights? Do you like being able to jump on bareback with no assistance? Will you be trail riding without a mounting block handy? These are all questions you should ask yourself to figure out how tall you would like the horse. You could ride a 21hh horse if you wanted to. The question is, do you want to? I would go with a horse whose whithers were about level with my nose, or no taller than a hand over my head. However, how tall your horse is is all up to you and your preferances.
ok im 14 as well, im curently breeding a horse that will end up 14.3 - 15hh and im not skinny. if your very small in build then i would go for 14 - 15hh. if you want to event you can get up to B grade on a horse at the size of 14 as long as it has a good jumping style easy. it also depends how high you want to be jumping. up to 1m you can use 14h + if your very tall then i would recomend about 15hh. i know a friend whos horse is 14h and does B grade with ease. i wouldn't go beond 15.2h if you short and small. it also depends on your confidence and skill. but anything 15.3 and under would be fine. have fun with your new horse. =P
