∙ 12y agoA toy poodle by the standards of most Kennel clubs is under 10 inches. If it is over ten inches tall at the shoulder then it is no longer a toy poodle. Puppies are labeled based on their expected size at adulthood, but if they grow past that point the label stops applying.

The best indication of the height of the fully grown dog is to ask the breeder about the expected height and the height of the sire and dam. Based on the size of the sire and dam the puppy will be classified in the following ways:
Standard - more then 15 inches at the shoulder
Miniature - 10-15 inches at the shoulder
Toy - less then 10 inches at the shoulder
There are additional classifications like 'teacup' and 'tiny toy', but these terms are not standardized so have little meaning.
These standards are according to the American Kennel club, other countries may have slightly different standards and possibly the addition of the Medium poodle in which case the Standard Poodle is significantly bigger.
