If you are talking about Bay-Formers then it would be Devastator made up of 6 robots called constructicons originally Long Haul, Mix master, Scrapper, Hook, Scavenger and Bone crusher, now in the movie they are Long Haul, High tower, Scavenger, Rampage, Scrapper and Mix master, but all the gestalts are about the came size.
In Cybertron, Primus himself took the prize for tallest.
If you are talking about the original movie then it would be Unicron an evil god-like transformer not Deception or Autobot, Galvatron at the time about the size of a human to a four story building was about the size of mars compared to the sun.

∙ 14y agoIn the 07 movie the Autobots were Optimus Prime, Bumblebee, Ratchet, Ironhide, & Jazz. The Decepticons were Megatron, Starscream, Bonecrucher, Barricade, Frenzy, Blackout, and Brawl. There were also a few randomly created guys, like a steering wheel and a soda machine.
