If you are able to break in a horse then you should start of with slow walks around the yard/menage/paddock etc so the horse/pony can start to trust you and then further educate him. I would say a broken in shetland pony should have a rider aged 3 - 8. After this age you would move onto a 12-13.2h pony and by the age of 11/12 a 13.2 - 14.1 pony should be the right height and you will be able to keep the horse as you won't out grow it unless you are particulary tall for your age.
