In the United States, there are no law enforcement agencies of which I am aware that have a minimum height requirement. Many did have height requirements until the 1970s, after which this was viewed as gender and racial discrimination because women and certain racial groups are typically not as tall as white males. You do have to pass a physical fitness/agility test which often includes scaling a wall or fence of at least six feet. This is obviously more difficult for shorter people than for tall ones. Using good technique, most any fit, able-bodied person can scale such a wall.
