It really doesn't matter if a building is like taller than other buildings in a town or city or whatever, if it is like the tallest in wherever it is considered a skyscraper. If there is a building 2 stories tall and the tallest in your town then it does not mean it is a skyscraper. if it was like 6-10 stories than you know what i am talking about. some buildings in new york are like 300 meters tall.
According to me a building which changes the skyline is a skyscraper. i think it should have more than 15 storeys
