As always, it depends on the materials. If the solution process absorbs energy, then increasingthe temperature increases solubility, and vice versa. Example - sugar and water; increase temperature, sugar solubility increases.

However, if the solution process releasesenergy, then increasing the temperature would decrease the solubility. Example - oxygen and water; increase temperature, oxygen solubility decreases

The temperature doesn't determine whether a compound is soluble or not. For that you need to look at a list of solubility rules. Temperature however, speeds up the time it takes to dissolve already soluble compounds.

A heated solvent can dissolve much more solid than its cold counterpart. The dissolution (or solubility) of a substance can be divided into three sections, grouped up as the delta H of solution (delta Hsln). The delta H1 and Delta H2 for solids and liquids are usually endothermic processes. Therefore, on the equations of solubility, the energy is placed on the left side. If an increase in temperature is indeed the case (heated solvent), a raise in available energy is measured, so the dissolution is favoured. Furthermore, an endothermic process requires energy, so the more energy is present, the more favorable the dissolution is.

Generally the higher the temperature of the solvent, the more solute can be dissolved in it. The exception to that rule is gases. Gases are more soluble in a colder solution.
