well from what i have experienced you download the addons early in the game but i think you have to be higher level than 5 and if you download them all i think broken steel its an addon what carrys on from the storyline instead of it ending and the others you add then go outside and wait abit and your pip-boy picks up loads of stress signals (the addons) hope i helped
You do not need Xbox Live to play any of the Fallout 3 add ons.
if you bought the add ons on disk just put the disk in and do what it says.

there are already 4 addons for Fallout 3(Xbox 360,PC). Broken Steel,The Pit,Operation Anchorage and Point Lookout.
The Fallout 3 GOTY edition is basically the normal edition with the downloadable content. I'm pretty sure you have the option to omit and add DLC's, so you should be able to add the extra content with the installer, that is as long as both your version and the GOTY versions are the same (not 100% sure about this). You can patch the game after all is installed and it should work fine.

It really depends on the game. For example, The Fallout 3 Game of the Year version has the add-ons built into it. However, a game like Modern Warfare 2 requires you to re-download all the add-ons for that game. If you don't want to do that, you need the add-ons on your hard drive or on your memory card already.
