Rate of filtration can be increased by using fluted filter paper.rate of filtration is related to surface area of the filter medium.In case of fluted filter paper surface area is increased ,as by folding the paper in such a way,the larger area of filter paper can be confined in the same funnel.so rate of filtration increases.

The only way to separate cornstarch and water is my filtration so you would have to use filter paper or something similar.
