The ozone layer is present in the stratosphere region of the atmosphere. It is important as it protects us from the harmful UV radiations of the sun that cause several health hazards including skin cancer!

Sunlight includes ultraviolet radiation, including both the relatively harmless, near ultraviolet, and the more dangerous, high energy far ultraviolet, also known as ultraviolet A and B. The high energy ultraviolet can strike an oxygen molecule, O2, and cause it to break apart into two free oxygen atoms; these will rapidly attach themselves to oxygen molecules and form the ozone molecule, O3. That is how ozone forms. (There are other ways that it forms at lower levels of the atmosphere, but that is how it forms in the stratosphere.) The importance of ozone is that it protects the world from the high energy ultraviolet, to which it is opaque. So it's all about the ultraviolet; that is what forms ozone, and that is what ozone protects us from. Ozone does not last forever, and sooner or later it will break down into normal oxygen molecules, but since there is always more ozone being formed, we have a permanent ozone layer, unless we damage it with chlorofluorocarbons.
