you only tighten it hand tight. but make sure you turn till it wont turn no more, just hand tight.
They are normally just hand tight. If you can't budge it you can get a filter wrench at a auto parts store that will fit it.
any oil filter on any vechile should only be hand tight. be sure and check for leak's after installing oil.
Turn the filter buy hand, then one quarter turn with the oil filter wrench. That's plenty. Make sure you put some new oil on the rubber gasket with your finger before screwing it on.
there is no torque on the oil filter!! when putting back on tighten the filter hand tight as much as you can.
Take the filter off and look where it mounts onto the motor to make sure there is not an old gasket stuck to it and if there is take it off and then put on a new oil filter hand tight, be sure to put oil around the gasket on the new filter before you install it.

There is no difference between a small engine filter and a auto filter. Small engine manufactures do no make oil filters. The filters are made by the same companies that make auto filters and they are the same. You can cross reference the filter that fits your lawn tractor to another brand of filter which fits a car. Purolator is an excellent filter to use on a lawn mower. Write down the number on the filter you are using and go to Advance Auto Parts and they will cross reference it for you.
yes it is just draining the oil and filter. make sure to band wrench the filter on and least 1 turn past hand tight or it could leak. it holds 10 qts

Neither your oil filter, or the fill cap need to be loose, the filter should be screwed on as tight as you can get it by hand only, and the fill cap should fit snugly so it does not come off. If the oil filter is loose or too tight you can blow out the seal which will cause you lose all your oil.
